Suggested Plan for Comprehensive MSR/Sphere Update Eastern Plumas Agencies PLUMAS LOCAL AGENCY FORMATION COMMISSION Notice is hereby given that the Local Agency Formation Commission (LAFCo) of Plumas County will hold public hearing to consider the following item: Consolidation of the Quincy Community Services District and the East Quincy Community Services District. This proposal is to consolidate two Community Services District located in the Quincy area. The proposal has been jointly filed with the Plumas Local Agency Formation Commission by the Quincy Community Services District and the East Quincy Community Services District. The proposal, if approved, would result in a consolidated district known as the American Valley Community Services District, which would include all the territory presently included within both current districts. The Commission would also adopt a sphere of influence for the American Valley CSD comprised of the combined existing spheres of Quincy and East Quincy Community Services District. The proposal has been initiated by the two applicant districts, both of which have both adopted substantially similar Resolutions of Application. Both Districts have found the project to be categorically exempt to the provisions of the California Environmental Quality Act under Class 20 (Changes of Organization or reorganization of local governmental agencies where the changes do not change the geographical area in which previously existing powers are exercised). Notice is hereby given that the Local Agency Formation Commission (LAFCo) of Plumas County will hold public hearing to consider the following item: Eastern Plumas Rural Fire Protection District - Annexation of "The Ridges" A proposal to annex approximately 90 acres in 13 parcels to the Eastern Plumas Rural FireProtection District. The subject territory is located off County Road A-15, southwest of the city of Portola. Annexation to the fire protection district will ensure that the residential development of this territory has permanent fire protection and emergency response services. Previously, the District provided service by contract to the territory; such an arrangement is considered temporary in anticipation of annexation. This annexation was initiated by application of the landowners; the District has also adopted a resolution agreeing to the annexation. In November of 2008, the County of Plumas reviewed and approved a tentative subdivision map and planned development permit for the project; at that time, the County adopted a Mitigated Negative Declaration for the project.
